I think it should be possible. A horseman can do it so why not an infantryman?

The crossbowman who is reloading on the go would suffer a reduced speed and a longer reload time. It would add element... please don't say game balance issues lol, ok. Games sooo balanced right?

Its entirely relevant for balance purposes. You wouldn't ask for a tertiary mode for 2 handers and tell them polearm crowd to go cry in their wheaties in their own thread about it.

Good idea, but this should be Secondary Mode for light crossbow. When you stand reloading, it is normal as now. But when you change to Secondary Mode and move reloading, you will only use arms with slower speed, same as on horse.

That's a good starting suggestion. The point here is that if the light/hunting crossbows don't require foot-pedal torque/leverage to reload, it wouldn't matter if you were on a horse or not! The major rage of engaging a horse crossbow is that if he has built his character right, he can reload all day from a safe distance while you are basically just waiting for help or trying to get away. This would add an element of balance! Don't we like balance? Everyone cries about crossbows as if they are GAME CHANGERS... the truth is that they are simply NOT GAME CHANGERS.
Consider this: Not being able to move while reloading BUT having a two-stage reload wherein the first stage is completed after the slide is set and tensioned. Now the crossbowman can move with his crossbow "half ready" for bolt placement.
^This would be a satisfactory implement. Either option works for me and I'm sure other light crossbowmen out there will agree.
