what does "Force Single Thread" mean in the configuration menu and what does it do should i have it off or on?

Some processors use multiple threads to run shit, if you force single thread, it means it'll only run on one thread. - in short

In other words if you have a dual core processor, force single thread will make it run on only one of the cores.  Some old games don't work with more than one processor core.  But Warband does, so I don't see a reason to use "force single thread".

Note that forcing warband to a single thread can decrease the amount of crashes you get. Only recommended if the core it'll be running on is at least 2.8ghz (about 60fps with a good graphics card and many things turned off).
