transfers looms from alt? what about gold?

It transfers all heirlooms and heirloom points from one of your alts to your level 5 or lower main char.
After that the alt is deleted.

Nothing else is transferred.

What about a newest patch? Does it matter what level is mine main char or not?

Your main char has to be lvl 30 or lower.
