Title: Add TK feature to existing TW system

Now that we have TW reports, people don't even say sorry or anything. They just keep teamkilling or teamattacking until they have 4 strikes or intentionally attack someone till they reach those 4 hits.

I think we need to extend this feature to 1h ban if you reach 3 or 4 TKs on a map.
