Rule 1 : You would never go higher then level 30
Rule 2 : You would need to max out level 30 for retirement.
Rule 3 : Your levels would start to decline at around 16-17 mill exp due to aging.
Accomplishes :
Only half of the player base would be level 30. The other half would be from level 1 to 29.

I know that people with tons of heirlooms and are most active on forums don't agree.
But you have to remember you are not the only ones playing.
Sometimes there are unpopular changes that are made for the greater good.

Thing is, this isn't for the greater good, it's just silly. Being lvl 34 really doesn't give that huge of an advantage. Most of the lvl 34 people you see destroying everyone they encounter are doing so because they've played a really long time. Additionally, they get heirlooms at a much slower rate than others, so its even less of an advantage.
