Like rain.
Design the classes around the builds and game mechanics that are dependable.
If you want rain, make it rain all the time and balance around it, else turn it off all the time.

Yeah - and remove hills as they are cavs enemy and remove water and remove night and remove everything. Playing on an empty map with sunshine and rain all the time FTW!

The presence of hills, or buildings or any other obstacle does not automatically reduce cavalry damage by 33%. Map balance is a completely different topic than game play balance.
You are dismissed.

The 25% damage penalty to crossbows is indeed pretty hillariously high. I like weather effects and I like them having some effect to gameplay, but -25% damage is huge. -10% like bows get would be enough to make rain midly annoying for crossbowmen.

Range penalty was increased to 33% for body shots and that is without any rain. Your crossbow gets an additional reduction after it starts raining for somewhere around 50% damage reduction when wet.

DO CAVS MOVE SLOWER WHEN RAIN? DO CAVS REDUCE DMG ON RAIN? DO PPL ON PLATES GOT STUCK ON MOOD? balancing is balancing for every class. Admins and devs should try ranged, but..
