Question: If I use a pole arm and a shield, does the pole arm do less damage than if I held the pole arm in two hands with no shield? It seems that way but it might be just my imagination.

Yes, there is a speed and damage penalty iirc.
Around 25 or 30% to both.
But, you get a length increase with the stab.
It's pretty nice.

Damage penalty is 15%.

I'm not sure if this is still the case, but I remember a time when not all polearms received this penalty. I thinkshortened spear, regular spear and warspear would not get it, but the only way to know for sure would be to use Morgh's tools and check the flags of the cRPG polearms.

I'm outdated like hell on info like that, and forgot most game mechanics.
I think I mistook it for the 2h with shield penalty.

Actually now that I check http://forums.taleworlds.com/index.php/topic,168722.msg4090900.html#msg4090900 closer it would seem that polearm penalty is 27.75% and 2h 23.5%.
Oh well, who knows.

There is a penalty, and it's just enough so that you'll never get kills like the other melee my old friends. You'll hurt literally everybody on the other team, and be a great asset to yours--a pillar of annoying, pokey strength around which they shall rally--however if you desire lots of kills...well....
