As it is Heavy gauntlets are a fairly useless item, they require a 21 strenght build limiting its use and they are considerably more expensive than the plate mittens which give just 2 armor points less.
My suggestion:
weight: 2.1
body armor: 10
difficulty: 18

The price is lowered by the ammount of 2000 and also the strenght requirement is lowered by one making it accesible and viable for a wider variety of players. It would still be considered a luxury item but not quite as crippling in its repair price as before

Not for it. "Abusing" heavy hand armor + low body armor with low weight penalty on a balance-agi build is not ok.

No, I'm saying that low body armor + high hand armor is a nice way to go around armor weight penalty and the "best" option should not be made availible to balance -> agi builds.

For people trying to go around the armor weight penalty:
Tunic with vest + heavy gauntlets = 25 body armor (5.3 weight with insane repairs)
Tribal warrior outfit + no gauntlets =27 body armor (5.6 weight no repairs)
