I dont know about your country, but ACAB is a pretty big "meme" here in Germany, and a police Car wit ACAB on it is pretty funny.

For example in my home town you are not allowed to go to a football game with any piece of clothing or banner with words ACAB. You will not be allowed to enter the stadium and you will probably have serious problems with the police outside of the ground.
