Title: Weight penalty modifier

I think that someone had suggestion like this before but i would like to put it here.

Right now you get wpf penalty based on weight of your armor. But i dont think that it is fair when someone with 14 strength have same wpf penalty like 21 str player when they are wearing transitional armor. Diff for trans. armor is 14 so player with 21 should have no problem to carry such weight when its designed for ppl with much lower strength.

Im suggesting to reduce active weight of armor in wpf penalty formula based on points of strength beyond its requirement.
I dont want to get some ridiculously high penalty reduction but even if it is by a few points it is still a difference. It is logical that stronger guy can move easier(and can be faster too) in armor than someone who can be happy that he met the str requirement.

That would bring back some purpose in making a str character as at the moment it seems like 80% of people are agility.
