I'm not familiar with strategus, but i know how it can be hard to build something original and fun to play.
My idea of strategic RPG would be something closer to the native game :
Tickets for troops is a good idea, but we could imagine to manage a little warband instead of a "main character". Like companions in Native.
That way, you can buy (or build) gear to each one, manage their xp and skills.
So, your party will be 5/10/20 max to travel on the map, real time, but a little faster than now.
Battles would happen in a restricted area, 24hours later, only with parties around, joining 1 side or the other.
During battle, you respawn with another character after you die (wounded). That way, you can play many differents style of troops (depending of the composition of your party).
The economy must be quite simple : you own a fief, you get money. Maybe with a little trade and caravan system.
With money, you can pay other players during a battle, lords (faction member) or mercenaries (no faction).
Only 1 fief by player. That way, you must belong to a faction to build a realm and coordinate big battles.
To gain a fief, you can conquer it alone, or be rewarded by your clan after a conquest.
The hiring price of your warband before a battle depends a lot from your fame, your number ( from 1 to 20 troops), your equipment. You can even fight for free in exchange of a fief from your clan !
In a battle of 60 against 80, the incoming of 20 experimented mercs on the battlefield can worth a load of money !...
As you can see, this concept is not so different from strategus, but more battle oriented. You don't loose troops after defeat (you could be frozen for a couple of day in the nearest town to rest) but you cannot own a huge army without a significant number of allies.

how can u make an suggestion about something if your not familiar with strategus?

Having troop builds being commander set rather than merc set is an interesting idea, but not losing troops after a battle will cause major armies to exists all over the map. The same person could just go around conquering every fief once his casualties heal up.

Because the army will be limited to 20 max.
Ps : i'm not familiar with strategus because it's so hard to do anything.

To be frank it's not really worth arguing about. Try out the game as it is before you suggest a different one.

I'm in the game, with a little army of 9 men. But they look useless when i see some 1500/500 battle...

In strategus, as a clanless person, there is not much you can really do. I am right now with a 49 troop trading around, but the game does not really encourage soloing. Solo players will in the end become either "free" merchants (subject to obeying and being taxed by clans) or "free men" (aka bandits).
Also, if a clan has 30 members all working and then gathering it in a commander, they can in a couple of days get more than you in a couple of months, so you have to stand it.
You can always scout for factions, getting payed, be a spy, etc, but the clans will probably have their own already people doing this for them.
About your idea, how would you take a village with 500 defenders with a party of 20?!?!
Also, the thing about cRPG/Strategus is that each person has their own character, and can use this character to play in both, so the "hero" system is already implemented, since when you recruit someone to merc for you, you are mercing a hero, with his own stats, lvl, and you give him just the gear.

Well, it's weird to see mercs coming naked to battle.
I wish we own our own gear. Payed with strat gold.
