Is there an effective Horse archer with polearm build out there?
All I can find are tips and stuff.

    * Polearm: 90
    * Archery: 140

That's how I'd do it, and it worked quite well for my horse archer in progress (retired at lvl 24 though). For really good accuracy from horseback I think HA 4 is necessary, but you'll need 24 agi for that, so either 12 str or very few points for melee.

With HA3 you won't be too effective as a HA, but obviously you're a lot more balanced in terms of non-HA capability. Might work nicely as a sort of light cav / skirmisher - shoot for the first half of the match and then start picking people off with a lance.

I have a 15/24 build coming up for my HA. Means I use strong bow and get HA4, but I'm pretty much gimped on foot and without bow. No points in skills other than WM, Riding, HA and PD, and even all of those can't be maxed. Should be pretty accurate from horseback though.

Yeah, I only got to HA 2, it takes some luck to hit a footman while riding. I found it good enough to dismount cavalry and horse archers, though, as long as you stay reasonably close. This is one of the main things you are going to do, and needs lots of maneuvering, so rising riding above the requirements of your horse makes sense. When you aren't in danger you can slow down to shoot, or backstab people.

That build looks sound.
Your role will be different than a reg HA though.
I see it as being able to shoot enemy horses to give an edge in the cav vs cav battles. with HA 3 pretty hard to shoot the riders.
You will want to stop and shoot at enemies who dont see you for better accuracy. and saved arrows this char will probobly need a lance and a weapon to use on ground so very few arrows or you could use a weapon that works for both for 2 packs of arrows

The patch really sucked all the fun out of HA. I tried it for the first time in a while after I retired with a 15/24 build, and it is just so ineffective. There are literally times my arrow flies right at the enemy, and should hit but it doesn't make the sound nor does it even hit them. RIP HA, killed by whiners

I disagree. My HA is 15/21 (going for 24) atm and it's great fun to play. Not tank-mounted railgun ofc, takes actual skill now. It requires playing the skirmishing harasser role HA's are best suited for instead of running through the battlefield killing everything.

That is what I am doing. I have 4 HA and 173 WPF, 5 PD and a strong bow and my arrows seem to just go through them. I can literally follow the arrow to them and not doing shit weather it be plate or cloth or anything. I have no issue hitting horses though.

wow poop.. i did the exact same build i only used all my gear on relativly open maps but I was getting tons of kills
I was topping the scoreboard quite regularly and had a few rounds with over 20 kills and less than 5 deaths

No matter if you're regular HA or Xbow HA, always remember to bring a katana w/ you. I don't know how many times this thing has saved my arse.

Well, that's about the best full ha with polearm skill I guess you can squeeze out.
You'll have two problems on foot - low damage and no athletics (though I guess the 24 agi goes a long way). So a long spiked club would be probably the best backup weapon for when you are dismounted. If you plan on using a lance, you can easily take points from ps into riding, since a lot of the damage comes from your horse speed anyway.
