That's a good build, but I would start out as 18/18 so you can try out a greater variety of horses. If you're just starting out, the courser is very good (the best?) horse for lancing on a low budget, with the cataphract being the best armored lance cav horse. As far as armor goes, go with mid to light range armor (lamellar-heraldic mail range) because your equipment is going to be expensive.

the current patch made the cata pretty much obsolete, I would rather go with the war horse if you wanted armor.
your build is good, however I would get 100wpf pole, rest 1h which would make you a better fighter once dehorsed.
considering gear: your horse will be quite expensive. breaking even is possible around 50k total gear cost. the following is out of memory so check it out yourself:
22k destrier
3.5k lammelar vest
~2.5k head gear
~0.5k foot gear
~0.5k hand gear
10k heavy lance
9k sword
3k shield
with this set up you will be loosing money on horse, however getting it back when on foot playing non cav friendly maps.
considering side arm: try the elite scimmi, its long, fast, good damage and with 8k a fair deal. maybe even go for normal scimmi, half the price, decent stats.

in my sig is guide. doesnt address stats/builds though, just tactics
5 shield & athletics is an unneeded waste of points for cav. 60 HP is not enough as you can be 1shot by lances & loljumpslashes around half speed
max out ironflesh, wear heaviest boots you can afford
do not use a scimitar on horseback, thats a real noob move. You need a sword that can thrust as there are many many situations where slashes are not viable at all. I have patented and nearly perfected a move myself where I'm able to kill just about any aware 1h/2h with a thrust, something that would be certain death for most slash attacks.
Arab Cav
Nordic Champ
Knightly Arming
for more advanced riders you could get away with Long Espada
