Due to an overlapping claim with HRE we have moved to the west of Chaos and the east of the FCC

Unless they've changed claims since I last looked, HRE seems to be taking the EU portion of the steppe

Their reasoning being that both areas were sizeable and great strategic areas, in addition to their clan wanting to have a decent enough amount of land for a clan of their size.
