Dear cRPG community,
We all are seeking a nice and comfortable forum environment where we can express our ideas, discuss things and announce news relevant to our clans, characters or similar.
We also know that this medium can easily be manipulated to divert ideas, insult people and create unnecessary tension.
All account bans, mutes are here to avoid or revert the things mentioned in the second sentence, and to present an athmosphere to let people get the fun of this game.
This monitoring system depends on free players to report unwanted posts to forum admins and moderators. And the latter group is expected to take action accordingly. What seems to be missing in the whole system is the tracking of "naughty" accounts. An account can be punished with temporary mute if it commits a problematic post/s. The main idea behind this is to remind him the rules and give him a second chance to think how he needs to act in this society. And this account is expected to fit in the rules after his mute is over.
But
What will happen to the accounts which insist on breaking the rules over and over again, whenever their mute are over ? Isn't this a sign that these account holders are not taking the mute punishment serious? What I suggest is a way to track the number of temporary mutes an account has been given, and if this number is over a threshold, say 3, the account then be banned permanently.
What do you think?

Repeat offenders do get nailed, case in point Lord_Panos.
There is a way to track people with "watched" as it is not called that for nothing. Furthermore there is a log of every single "warning" ever given to someone, with quite a few details.

If there is a log of that, what I have suggested could be done. Its good to hear that the only thing that needs to be done is some initiative. I was a bit afraid of the requirement of extra coding. Good.
Edit: Is there already, someone, or someplace to report repeated offence?

You can use the "Report to moderator" link to make a complaint, and the moderators and administration will know from there if it is a repeat offense (assuming they remember or sift through previous warnings), otherwise no there is no specific place to report repeat offenders.
I admit though that the log of previous warnings is a bit unwieldy to look through.

What exactly is reportable?

What exactly is reportable?
Anything that violates The Forum Rules (http://forum.c-rpg.net/index.php/topic,4112.0.html) or any additional rules stickied for a forum, such as the ban forums warning about OT posts, or the spam forum sticky saying "almost anything goes."

Is there anyone authorized to take this action? Someone to report?

report this, bitch

suggestion: permanently mute OP

I can't help but thinking that Panos his permanent mute was mostly because of direct insults to cmp.

This permanent mute should to be done, because of these account holders who are determined to ruin others' fun, the forum is losing it credibility.
