I would say the second. Yay for more athletics and wpf. In fact I would probably prefer 18/21 myself

There is no best build here, it all boils down to what suits you the most. Do you want to hit hard and survive more hits, or do you prefer movement and swing speed? Both are viable in their own way.
I've found that going agi helps in 1vs1 fights, while strength is really nice in a typical battle where you have multiple targets to choose between.

I would do 18/21 build. Morningstar does pierce anyway so you will not have many damage issues. However it is slow weapon so you want all the speed you can get. It is also short so athletics is what you want. With my crossbow "hybrids" I have noticed that with aroung 70wpf it is accurate enough to gain skills (you are not sniper however) and doesn't break in every round to you can use it.
