Title: Politics of banner balance

Is there any admin rule on when this balance is on and when it's off? I've noticed that for their own convenience individual admins turn in on and off.

If it's not on when I join, I turn it on and leave it on.  Don't know who turns it off.

Oh and I forgot, I mean EU servers, not familiar with how it goes on NA Gorath :)

i think there's a consensus to leave it on - i dunno who turns it off if they ever do
