So i was in duel and a guy said that he wouldnt use ranged and he hit me with a throwing javline and i vote kicked him so i was banned....

Considering your name is this_is_my_dick which should be changed, there are no duels in the battle server so if he wants to throw javelins into your duel that's fine. You obviously abused vote kick in this case and the ban is an hour so it sounds fair to me.

I mostly agree with Rangerbob.
Though it sucks that a member in ATS, you did not mention who, went back on his word and used ranged. It is not a violation of server rules and a vote kick was not necessary.
A one hour ban does seem a bit harsh for a vote kick, but if it was indeed a temp ban for the name you were using, you got off easy.
Please change your name, and if you wish to explore this more, provide the admin name so I research more details.
