Hey when you respecc do you love 50% off the levels aswell or is it just 50%off the current level? :P Just want to make sure

It's 50% of the experience you've gained. So if you have 2 million EXP when you respec, you will have 1 million after.

Absolutely. At level 30 you would go to 28.
