Title: Actions stops after a hour.

Whenever i am recruiting, it stops recruiting after i got 1 troop. This is annoying since i won't get troops while i sleep.

Is it a failure by me or is it a bug?

It seems like it's either a misunderstanding or a bug. The max number of troops you can earn is 1 per hour unless you own the place you're recruiting from. However, there's only a certain percentage chance of actually getting a troop from that city, which should be listed. So you may get a troop one hour but not the next

Yes, i know. But when i start my action on recruiting, the next tick (hour?) i leave the city and stop my action.
