Does this effect the insta-level 30? Will you be at a permanent level <30?

Nah it just cuts off 50% of your xp.

He's talking about STF. I had someone test it, it just gives you an error and say's it's not available or something along those lines. Basically, as a STF character, if you want to respec you need to delete your character and make a new one.
