It is possible to turn it off, like in dx7 if i remember right, to get awful quality but playable fps ?

Sort of. DX9 uses a very limited lighting system, and if you're using abysmal/low shaders chances are it's not being used at all.
In any case next version will have an option to turn it off completely, although I doubt it will have a noticeable impact on performance.
