Well, there should be an harsher criteria about "holding a conversation" to measure the ability to speak english. A lot of people in France can hold a conversation in english, but I doubt this is acceptable english, it's more frenglish as we like to call it. If you take an almost flawless english as a criteria, I guess it's like 15-25% of French people that can do that.
