Does retiring at level 15 give you an xp bonus or not?

No.

It is most useful for new people who fuck their stats up and want to restart without losing all the items they bought.

Could someone in the know post a noob's step by step guide to retirement as a sticky?
I've never retired, under the old system or the new and I don't wish to mess it up.

Is the soft cap going to be changed to 31 instead of 30? Leveling from 30 to 31 is as much xp as leveling from 1-30 all over again.  :?

Indeed Softcap should be 31 as it makes your character stats equals by the 3's IE staying at level 30 offsets stats like 21 - 14 and such.

Only if you don't convert any skill points to attribute points.

30>31 takes way too long imo, should make it a bit shorter if you ask me.

It would be nice if at lvl 30 you had a choice of heirloom or xp/gold bonus and at lvl 31 it was both.
30-31 means about 4.5million xp(atleast for me), thats like two weeks of playing. Lvl 31 is juct a bit much and once im there im not sure that i will want to retire  for a petty +1 and a little extra xp. This should seriously be reveiwed.

You don't HAVE to retire. Retirement bonus is there as a tiny reward/incentive for those who WANT to grind beyond the normal player. You'd be perfectly fine playing the game from generation 1 and never retiring, ever.

So you get to level 31 and don't want to retire and do it all over again? NO PROBLEM. DON'T.

I think, for the future, complete name changes will be allowed 24h after a retirement. Need to code a notification for the admin team first, though.

Anybody know if this has been implemented now? I'd quite like to change the names of some of my alts.
