Russian Spam in ICQ

Why is it that only russians are Spamming ICQ?

First i thought I got spammed because QIP (that I used for a little while) gave my ICQ# to a spam-database.
But a few month ago I made a new ICQ-Account and 2 hours later I got added by some russian account with kyrillic-letters in the adding-message. I can't even read that!
What do "you" want to reach with that? If "you" want to spam use latin letters and the english language! This is really going on my nerves! My Block-List is full of shit now. :(
Wish I could use a filter for people adding me... one that says "don't take adds by people from: ..."
