Level 15 retirement just resets your XP to 0. In order to get XP bonus, your generation must increase and that only happens for the level 31 retirement (you get gen+1 and 1 heirloom modifier). You don't need to namechange for any retirement, but you get a free 24h namechange in case you want it.
Level 15 retirement is totally worth it if you want to change your build, I did it at level 30 (keep in mind that 30-31 takes as much xp as 1-30) after the heirloom theft.
And yeah, I think it's unfair that people who were gen 10+ before the patch get double xp now, just encouraging them to retire over and over again. To make it a rather elite think and to keep heirlooms rare, the XP bonus should have been removed as well.
