Just listened to that one after hearing tool fans complain, and i agree with them. Its very much Tool, which is almost a little disappointing that it hasnt changed at all. And also that the title track is so dull, it lacked any oompf. It could still be a completely different experience being played in the album as a whole so theres hope yet.

Tool being on spotify now though has made me listen to their stuff.

Why would you want Tool to sound like something other than Tool? I really like it myself reminds me of my youth when I first started listening to them. Maybe they should make their songs sound like White Zombie or some other band now so people dont complain that they sound like Tool. I remember people also complaining about Linkin Parks A 1000 Suns about how it doesn't sound like Linkin Park so whatever they do someone is going to complain about it one way or the other.

It's always the question if you want to evolve and explore different styles or stay true to your roots. I prefer the former in most cases, not much interested in hearing the same but different again. In this case there are definitely to many elements (especially rhythmically) which sound exactly like they've been taken out of other great tool songs.

There is usually some kind of evolution in their sound between each album, but this one could easily have been placed back in one that already exists. Nothing new. Some bands do lose their feel when they start experimenting too much with new sounds, but at the same time it may not be wise to stay the same either. Not necessarily that it shouldnt sound like Tool, but that there could be something fresh in it.
