Strategus Issues / strat frozen?

Party tab says 6.40km away from Chide, about 0 hours, 0 minutes left.  At  1.93 kph that should be over 3 hours left.  Been at same place on map for hours.  No, I'm not stuck on some obstacle.

My pings from Boston to NA servers are 230-270, pings to EU 130-140.  Normal NA pings for me are 40-50.

Trying to manipulate the strat map on a 7" tablet is just about impossible.  I can only see a small portion of the map and can't scroll it.  Anyone have any tips or work arounds?

Nope, it't not the USA.  The US is number 5 on the list, that's bad.  But not as bad as Greece which is at the top, followed by Italy, New Zealand and Slovenia.
