Same item, heirloomed and normal?

In the previous version if you had a heirloomed item you couldn't buy the same item as normal version too and use it. Is this still the case?

I have a heavy flanged mace and tried to buy a regular flanged mace, but it doesn't show up in my inventory screen.

An heirloomed item and normal item have the same upkeep costs, so I do not understand why this would be wanted.
