People who don't spawn have a non-trivial effect on the outcome of a map and future autobalance decisions. I think that it could potentially ruin the fun for a team when a good number of players don't even play that round.

I think moving someone to spectate if they failed to spawn before the timer solves the issue without being annoying for anyone playing or the afker.

If you are talking 60 players having 5 non spawners more in one team basically throws the round. Unfair teams due to non spawners is a huge problem and this would go a little ways towards fixing that by at least limiting the effect of non spawners to a single round. A very important change if you ask me.

I have actually been seeing this quite a bit lately. But it's been more severe than just 5 non spawners when 60 players are in the server. When I've noticed it, it's because 1/3 of my team hasn't spawned, thus making it 15 v 25~.
