If it were a max it would stop at 15 and go no higher. This is a wrap around.

Right, I guess "soft cap" would have been the proper term. I remember when asking about troll builds people would say if you went above 15 it got fucky. Also heard rumors about a similar thing with going above level 37 on the old xp system, but obviously no one ever got that high so it wasn't much of a concern.

I always heard it is not worth it to go past 10 in a skill but there is a noticeable difference between 10 athletics and 11 athletics.
