a demarchy confederation (DC)

Basics: DC will be a confederation of sub-factions (SF). the DC's overall governance will be decided democratically by a gathering of representatives (GoR) from each SF who will be chosen by sortition (a random drawing). The GoR will only make decisions on issues of critical importance, all other matters being decided independently within your SF.
GoR: The GoR will be comprised of at least one individual from each SF and be cycled bi-weekly (adjustable).
Each GoR will elect a Grand Poo-bah via sortition who will be responsible for leading the GoR's agenda and maintaining order. While the Grand Poo-bah will be leading the agenda, all decisions will be determined democratically with a 60%
requirement for passing.
SF: The SF's leader is encouraged to be the representative for the cycle but in the spirit of a confederacy can be decided by its members.
Sortition: each bi-week will see a new drawing, the names submitted to the drawing will have to meet a minimum standard for eligibility, that standard simply being they can participate somehow.(TS, Forum, or whatever)
