hai! how does the penalty with shield thing work?
any stats available?

when u see ayanoob with jarids and shield doing headshots from very long range
u feel like the penalty is rly weak (im not saying its a bad thing)
but we have no idea how penalty work....

The penalty is suppose to make things slower, but from testing I only see a tiny change.
I guess it is pretty weak. mostly on the throwing part.

in melee the penalty also lowers damage output. not in throwing tho u suspect?

Yes, the throwing has no effect or little to not notice any change.
So the penalty is pretty useless on throwing weapons.
Tested with: Throwing axes, Throwing Lances, Javs, and of course smoke bombs.
Could of been a update that effected them at some point that pretty much made the penalty go away.

I think it's only for melee. Cmp posted the code snippet for raw damage once. I'll take a look when I'm back home.
