(I'm assuming the "Suggestions" board is for cRPG specifically and that Strategus suggestions should go here.)

Suggestion:
Village Permissions

[Drop down box: ALLOW / PREVENT] [ drop down box: clan members]  to [Drop down box: ACCESS VILLAGE ARMORY / ACCESS VILLAGE TREASURY / TRANSFER TROOPS / etc]

So:

ALLOW NH_SLAMZ to ACCESS VILLAGE ARMORY would give me access to transfer equipment out of the village.

By default everyone but the owner is prevented from doing anything, but he can grant access to other clanmates for various functions.

Actually another way that would make sense would be to replace "clan member" with "clan rank" so:

ALLOW RANK 9 to ACCESS VILLAGE ARMORY

So anyone in your clan that's rank 9 could access that village's armory.  This would keep it easily customizable and you wouldn't have to individually set permissions per person.  You could have "common villages" and "officer-only villages" if you wanted.
Crush your enemies; see them driven before you; hear the lamentations of their women.
