Hi, what build should I use with Rondel dagger and which option is better: Rondel Dagger + shield or just Rondel Dagger?

If you like to gimp yourself a bit towards Siege, you might try to do this:
Level 30 (4 420 577 xp)
Strength: 30
Agility: 12
Hit points: 65
Skills to attributes: 14
Ironflesh: 0
Power Strike: 0
Shield: 0
Athletics: 3
Riding: 0
Horse Archery: 0
Power Draw: 10
Power Throw: 0
Weapon Master: 4
One Handed: 1
Two Handed: 1
Polearm: 1
Archery: 140
Crossbow: 1
Throwing: 1
Any bow will do, but obviously most damage is with Longbow or Rus Bow.

Those with MW Arbalest, please try getting at least 180wpf. You will see an improvement in accuracy. At least I saw 4 months ago.

15str/27agi with Horn Bow.
Would that one work?
You say you are pinpoint accurate with it, but I guess you are not retiring anymore and just stack your xp, so you can get 31+ level (or you already did) and in effect you can get 18str AND 27agi, right?
